EN13480-3 External pressure 9.3.4

Hi everyone,
I'm facing to a problem when i calculate hs/R (0.25). It comes out of the table 9.3.4.2, how do you proceede when you get this?
ncyl =3

In this case, hs/R =0.25 and ncyl =3 should i check paragraph 9.3.4.b?

Thanks for your help
