EN12953 about manhole and headhole cover plate thickness

Hi everyone

I am working on steam boiler design. And I am using EN 12953 standard.

I have some questions,

At this moment I am not sure how to calculate thickness of manhole&Headhole cover plate.

so I used 9.2 Flat unstayed removable closures method to do this.

and I am confused about allowable design stress in the bolts at design temperature (P295GH)

This code recommend 550 N/mm2 but The answer for this manhole is more thickness than It should be.

Help me
