Does anybody know a good central reference which correlates mechanical and chemical properties of EN materials to ASTM/ASME, along with allowable stresses?

Closest thing I can think of is the "Handbook of Comparative World Steel Standards". It covers ASTM, EN, JIS to name a few. Unfortunately, there isn't much in the way of "this grade in EN is the same as this grade in ASTM," as that's rarely the case. I can't imagine many publishers wanting to open themselves up to that sort of liability, either.
