When purchasing filler material with the requirement of EN 10204-3.1 and CMTR's are required. Are mechanical testing CMTR's required for this material. I already have the Chemistry CMTR's.

It depends on the spec to which you buy the filler material. If the spec calls for mechanical testing, the 3.1 CMTR has to show it. If the spec of the filler metal doesn’t call for mechanical testing as a mandatory requirement, then the 3.1 CMTR doesn’t have to mention it.

To which spec did you buy the filler metal?
 
The filler material was purchased in accordance with ASME Section II Part C.
 
That cant be. What spec from II-C did you specify? SFA 5.. ?
 
Which details did you put on the purchase order?
Do you own a copy of ASME BPV II-C?
 
If you look into the relevant section II-C, you'll see which values shall be listed on the EN 10204 3.1 CMTR, provided you have bought the filler material acc. a purchase order which called for the relevant spec from II-C.
