When do we keep EIV stem position horizontal?

whwn its practical (or the valve is mounted on a vertical pipe)?

1/ When it is a code/practice requirements, e.g. para. 8.3.2.c API 520-2-2015.
2/ For critical valves which has internals which can detach, fall down and block port, e.g gate/globe valves. This application is very situational.
