Not knowing your Electrical Code area one can't say for sure but likely not. The typical requirement is only that the insulation of mixed cables all be rated to at least the maximum voltage being used in the run. So, if you have 230V wires in the run, your 24V cabling will also need to have at least 230V insulation.
In Canada the fire protection codes may kick in. Cables installed in an HVAC plenum or in a space used as a return air plenum (such as a drop ceiling in some instances) must be protected by an interlocking armour. We have had to remove the outer jacket from jacketed, armoured cable in drop ceilings to comply with the fire protection code.
