Elastic Modulus of Full Penetration Welds

Say you you're splicing two bars of Grade 36 steel end to end with a full pen butt weld. Will the weld material have the same linear elastic response as the base material? ~E=29,000ksi?

Would it be close enough that a strain gage wouldn't notice the difference if it were on the weld versus if it were on the base material??
 
If you are using a similar steel composition, the elastic modulus should be within 10 % of the value of the bars. Strain gages are more sensitive than 10 %, so there could be a noticeable difference.
 
I agree, as long as the chemical composition of the weld filler metal that was used is similar to the base material (ASTM A 36).
