Drypack tierod hole for buried septic tank

After casting-in-place a buried septic tank with 12" thick walls, the form tie-rods will be removed leaving a 0.83" diameter hole through the concrete.

The question is what is considered sufficient to seal the hole: dry pack with Type 2 cement; dry pack with hydraulic cement; foam; or other?
