In a reinforced concrete building, does any body know how the codes decided that h/100 is a good allowable drift limit, where h is the height of a building?

h/100 is way too flexible. Which code allows you do design for a h/100? For a 100' tall building that is 12".
 
h/100 is way too flexible, highways signs are designed as h/80 and they are very "whippy" structures.

The drift limit for wind should be something around h/500.
