Drafting Leader Line

I'm having an issue attaching a leader line to a center line in NX8.5 drafting. I can only select certain points on a part. I've ensured all the selection filters are turned on. Other colleagues are able to attach it to the center line, so I'm guessing that there is some setting that is not allowing me to. Is there a settings somewhere in preferences or elsewhere that would be preventing me from doing this? See the attached picture to see what I want to be able to do.

Place your leader first in the approx.location then edit it.
During the edit,it may snap.
