Does anyone know of a good source/ program for creating 3D gear models, preferably free ?

What CAD system?

Many have a built in solution.

example: Inventor has 'Design Accelerator' which allows making spur/bevel/worm gears.

Although its not free, you may want to check out this supplier of software that would be perfect for your purpose

Output options are dxf which you can extrude into spur and helical gears in any cad system, or solidworks output
