DOT pipeline: does B31.4 still hold?

Dumb question here, and I need an answer FAST. Does a DOT pipeline fall under one of the B31 codes, e.g. B31.4 or B31.8, or do the DOT regs, e.g. DOT 195, govern items like basic material allowable stress?

Hi Pete,

I depends upon what is in the pipe.

B31.4 is "Pipeline Transportation Systems for Liquid Hydrocarbons, and other Liquids". There is no comprehensive document within the Code of Federal Regulations that addresses this (LIQUID) type of piping.

B31.8 is "Gas Transportation and Distribution Piping Systems". These systems come under (are regulated by) 49 CFR 192 (i.e., Title 49, Code of Federal Regulations, Part 192), "Transportation of Natural and Other Gas by Pipelines: Minimal Federal Safety Standards". Virtually every aspect of GAS piping degign for cross country transportation is regulated by 49 CFR 192. ASME also publishes a "guide Document" from within the B31 organization for understanding the CFR.

John, thanks for your reply. I guess my question is: does DOT 192 and 195 refer to the B31 codes as the design bases, or do the DOT regs lay out their own design bases? Thanks!

Hi Pete,

The CFR actually COPIED an old version of B31.8 and made some changes that they wanted - then they WROTE IT INTO THE LAW!!!!! as Part 192. Well, since it is not maintained by a committee all the design rules are far behind current industry practice. They do not refer to the B31 Code - they want to control everything themselves.
