domestic hot water tanks

I am not familiar with ceramics but can anyone explain to me (in laymans terms) the procedure and aparatus used to coat the inside of domestic hotwater tanks with a glass or glaze?<br>

does a hot water tank that is leaking need to be replaced or can it be repaired. there is not visible rust and it leaks directly under the tank (slowly and intermitedly.
