sap2000 can do blast resistance design. first you need to know the charge weight and distance and you must calculate the blast loads on different elements of the structure.
this can not be done by sap2000 and there are some programs that can like BLASTX.
then you need to know the level of protection the structure can have (allowable deflections, rotation and so on)
only then you can run sap2000 dynamicly but you need to devide the elements so that mass effects will be meaningful.
you must apply plastic hinges to certain points where maximum values like moments are expected
there is one more thing you have to do : hire an expert
