It looks like an internal-external gear pump with an integral relief valve in the cover.
Tuthill and others make them.
... but don't go buy one just yet. It doesn't look exactly like any Tuthill model I could find easily.
It could even be something else entirely.
Try to find a casting mark, and provide pictures from other directions if possible.

Looks like it says GAST on the side, GAST makes pumps, and judging from the shape, it looks like an Internal gear pump.
