What process / method to make this aluminum edge?

What method is used to form / roll the outer edge of this aluminum disc on this hose reel? See green arrow in attached pic. The end is folded over to prevent any sharp edge from cutting the hose or operator. May add a little strength too...

If you press it, it would need to be 2 steps (one press to bend it 90deg from one direction, then flip it over and press again to roll it all the way over) - not sure if this would even work well...

If you press it 90deg then turn it to form it, I think you would end up with an irregular area where the beginning and end meet...

Any ideas?
