Divider plate welded column splice

To transition from a 13l4" square x 1/2" HSS to a 12"square x 1/2" HSS, thinking of using a 3/4" divider plate, butt welded to 14" column and then 7/16" fillet weld upper col to divider plate- what do you guys think?
 
It sounds fine, especially if it's a shop splice. Obviously, the plate and the welds need to be designed for the real load effects acting on the connection. That said, the proportions of what you've proposed seem pretty stout so it's hard to imagine that you'll have any trouble.

HELP! I'd like your help with a thread that I was forced to move to the business issues section where it will surely be seen by next to nobody that matters to me:
