dissimilar metal welding information

anybody knows where i can find information on the weldability of a different material to another and also the filler or electrode information. what kind of material that can be welded together or cant etc. just happen in my factory a welder welding a duplex plate using a 309 filler rod to a SA105 flange
 
Is your question hypothetical, or in response to problems you're experiencing?

A few of our products are welded duplex SS, and there have been some terrible problems on both sides of the pond even when allegedly there are weld procedures and qualifications in place.

One hopes that the welder was welding per an assigned Welding Procedure Specification. Was he?

Your dissimilar metals weld is commonly made with ER309 type filler metals. Whether it is fully appropriate for the service environment is another matter. The Customer should have specified the filler metal if another was required for the service environment, unless your company is also fully responsible for the design.
