How to dimension blend distances over the radius? Two circles are to illustrate what/how I want to dimension.

This is basic NX functionality.
Using inferred dimension or Horizontal dimension it's just a matter of selecting the curves at the right position. Preferably on the outside of the circles to prevent the selection of the center point.
What version of NX are you using?

I think you misunderstood me, I want to dimension distance between extended radius of the two blends not distance between circles, circles in the picture are only to help me catch over the radius dimension of the blends.

You cannot dimension geometry which isn't there, so you need to create some "Help Geometry".
You anyhow need some kind of indicator to show the extended radius of the blend. I would try the circular centerline with centerpoint option.
