Detection relay of change of state

Hello:

We have an electrical substation and a generation power plant 600 meters away.
We need to detect the change of state of the contact of an electromechanical relay in the substation at the power generation plant in less than 30 miliseconds. Really, there are 10 discrete signals running each way.
For some weird circunstances we have an OPGW cable with monomode fiber due installed (i.e, patch panel, patch cords), and 30 spare available fibers, installed between the said locations, and not possible to lay copper cables between them.
Relays will change of state 1 or 2 times in a day.
What could be a reasonable, cost and reability, solution?. What special precautions should be taken with the probable solutions?.

I believe the only real solution you have, also considering your enviroment is to use a back to back teleprotection. should be able to transmit your signal in (lot) less then 30msec. And also these devices transmit with high security and reliability.
There are several available that can use OPGW OF among other solutions like PLC etc...
