I'm looking for current design philosophies for foundation work on both full-length anchor bolts and vertical reinforcing cage drilled shaft construction for a utility pole.

For design criteria and examples of light standard, luminares, and sign support designs check out and look into the publication section for the AASHTO Guide Specifications for the Design of light standards, luminares, sign supports etc... This is the industry standard for such applications and is relatively cheap.

Review the following ASCE Manuals: No. 72 - Design of Steel Transmission Pole Structures and No. 52, Guide for Design of Steel Transmission Towers. Somewhat informative.
