Depth of Cover calculation

Hi, I have a question about the pipeline depth of cover calculation. CSA Z662 list the minimum depth of cover requirement in Table 4.9. We are now considering the effect of frost due to the cold weather on the pipeline underground, such as water service line. The report in this link below is used for estimating the frost depth. However, there is any experience and calculator you can share about this topic? Thanks.

The local Building Code Department has the frost depth for your locality. Building foundations must be installed below the frost depth.
 
Have to be careful... depth of frost penetration can be greater. Depth is mitigated if foundation for structure if the structure is heated. On a snow cleared parking lot at Polo Park in Winnipeg, where typical frost penetration is 6', we found frost at 13'.

It may be an issue of what is flowing and the temperature, the rate of flow, and the consequences of the fluid freezing.
