I'm analyzing a tiedown for an aircraft. The thrust values given to me have two values. The first is in units of Thrust (Mil)-Lbs and the second is in units of Thrust (A/B)-Lbs. Can anyone tell me what the difference is?

One example for a F/A-18 engine is 10,606 Thrust (Mil)-Lbs and 16,002 (A/B)-Lbs.
 
A/B = afterburner
Mil = military power = full engine thrust without afterburner
