Deep beam shear requirements

Hi All.If I have shear requirements in my deep beam and I am using welded mesh reinforcement(vertical and horizontal bars welded together),then do I need to lap all vertical bars in welded mesh with U bars for it to be considered effective in shear ?What will be the effectiveness in shear if only 50% vertical bars are lapped?For eg.if 50% vertical 8mm dia bars at 150mm spacing are lapped using U bars ,then should I consider 8mm vertical bars at 300mm spacing to be effective in shear? Please let me know your thoughts on this.
