Decommissioning pressure vessels

I have a client that would like to decommission an old distillation column; it's unused and he wants to get it off his annual inspection list. I'm contacting my state boiler inspector for his input, but I'm surprised that I can find nothing in BPVC Section VIII or online on how to do this correctly and what the reporting requirements might be. Is it as simple as removing the U-stamped nameplate and submitting a new list to the state and the insurance company with the vessel no longer listed?

If the PV is regulated by the local Jurisdiction they would have rules for this activity. Otherwise, the client's insurance would have guidance regarding removal of the nameplate and ensuring blanking off of various lines to the column.
 
Nothing particularly surprising about a new construction code not dealing with issues after the U Stamp goes on. Section VIII covers nothing in terms of post-construction issues. As for procedures, metengr's guidance is hard to beat.
