HERE IS THE ANSWER
I am assuming this is a comma delimited parameter file. For individual files you can open Relations from the menu and import the text file (may need to be renamed .txt). This will bring in the text to the relations window. The problem from there is editing the text into lines and assigning a temporary value to each parameter if this is not already done. You then tick the relations icon and it will populate your relations z(use the drop arrow for seeing the parameters in the relations window. The follow up is to now delete the text in the relations window as these are no longer required.

Doing this for multiple parts in some sort of batch process is not something I know about.

We use a couple of text files to establish relations and parameters in older part files when we have cause to open them. We have a parameters text file that works as described above and after the parameter text is deleted from the relations window we import a relations text file and tick that. Then the part is good to go.

Other possibilities are making a template part with all your new parameters and then importing your existing part into the new template.
