cutting compression spring for starter

The spring is on the starter bendix. we need to cut the spring shorter to fully engage the bendix. What is the proper method for cutting spring down? Bendix needs to engage about an 1/8" more. We cut 0.080 off of spring and only gained about 0.020 when it compresses. looking for any suggestions on how to cut spring or references where we can find out. Thank you.
 
Move the starter.

Don't cut the spring because you change all its properties ie stiffness,stresses, load at length etc
 
A shorter spring will be stiffer so you don't gain as much as you think for stroke.
