CSA S16-14: Clause 13.3.3.1 Single Angle Members in Compression Conditions 1

For Clause 13.3.3.1, the code states that to calculate the compressive resistance of angles as follows that 3 conditions must be met.

One of those conditions is "members are loaded at the ends in compression through the same one leg".

Does that mean that I can only have that angle that's in compression connected via welding through a single leg or can both be welded.

Did not find the commentary for this section useful at all in answering this question.
 
I think it's saying, whatever leg of the angle is connected at one end, it must be connected at the other end. Essentially limiting the amount of eccentricity imparted to the angle in compression.
