Critical impulse flashover phase-phase vs phase-earth

Hello,

We have a 69 kV system. the critical impulse flashover for our suspension insulator is 385 kV minimum.

Normally, the supension insulator are installed phase-earth, with a cold and hot end. We have to install some phase-phase, what will be the impulse flashover for these?

From what i understand, at 69 kV, the critical impulse flashover, also as the BIL, is the same phase-phase and phase-earth. So i can use the same insulator. Also, at 69 kV, all the insulator are way over 385 kV from manufacturer product catalog. It start at 450 kV.

Am i missing something?
