Criterea for Special Widening and Overlay?

Does Anybody know where you can locate or the best way to modify a criterea file?

I need to do a special overlay & widening criterea file. Basically I have set the profile, but I need to add some material to build out on existing ground to create a "shelf" to support the new material for the widening? Any ideas where to look for a critera file to do this, or is it best to try to write a new one? If so what is the best process to take. Thanks in advance,

Go to the NDOR Web Site and check the Download area in Roadway design. You might find what you are looking for.
