Cretaing a tracking device...

Hello People,
I'm looking to create some kind of device to mount on a Scooter, that I can use to track it down in case of theft.
I was imagining somthing that uses Radiowaves and or GPS.
It should be a device that is not to expensive to build, as it should not go above the cost of buiying a new scooter.

I have looked on some of the Child Tracking systems, that uses GPS, the problem with them are that they only operate in the US, and I live in The Netherlands.

I have also looked on some "Spy" Equipment, but they are more expensive than buying a new scooter.

Hope someone can help me here.

Suggestion: There will have to be a communicator that will be started and also transmitter that would send GPS coordinates.
Another principle is used by LoJack:

This principle is based on a transmitter radiating a signal that is found by a direction-finder.

Yes this could be something like I'm looking for but again it only works in the US.
Is there not a device that I can build my self?
It does not have to use GPS.
