Create a 3D star relief

How would you go to create something like in this picture

It's a 3D star relief, i have done it in inventor, but i have a friend that wants to do it in Pro E, i showed how to do it in inventor but he is struggling with pro e

Any suggestions?

this is done with blend cut. Your first sketch is the star. Toggle the sketch and put a point in the center of the star. Set the depth of the cut and it is done. Here is a model in WF4 for your friend to study.2012-04-09_075552_star-cut.prt.zip
 
Its the toggle section that you need to notice in order to get the Blend function to work properly.

I tried to do it with the new Swept blend tool (new to WF3.0) and was not able to get the divergent point portion like the old school Blend tool.

So he have done the star but now he is fall on another
issue

He needs to revolve the section and then cut the shape.
