Dear mates,
Question:

During the evaluation of radiographic welds, the piping base material was observed corroded.
That indication should be evaluated under the provisions of what code.

Any input will be appreciated.

Depending on the parts which was fabricated under certain Codes, for example, pressure piping under B31.1/31.3 codes, pressure vessel under ASME VIII, tank under API-650, etc. It could be under the visual inspection as required per Code.
Suggest to consult with Material Engineer or perform a failure analysis to understand the root cause.

If the piping is in operation, and it is desired to keep it in operation, then API 579-1/2 or BS 7910 is a better bet.

For clarification:

Piping system construction is on going all piping and fittings were expected to be brand new.

What code are you building the pipe to? That is the answer. Use the acceptance criteria for new pipe, and/or if it refers in the code methodology(s) to assess corrosion (such as ASME B31 or API 579) use this to assess.
