Correct Manner of Coating

I have a recent bridge crane project that requires slip critical fasteners. The assembly can be primed with a Class B primer. It is best to mask out the faying surfaces and provide a topcoat prior to assembly? or to assemble the crane beams and provide an overall topcoat? Can anyone recomment a good coating system that they've used? I have one, but was looking for alternatives. Thanks.

I just want to share my past experience;

The faying surface is masked ( unpainted blast-cleaned steel surfaces ) then painted including top coat. The joint is sealed with paint using small brush after erection and preloading of the bolts.

As far as my knowledge,the shear is carried by the faying surface with friction—rather than by the bolt shank and so ,the
faying surfaces shall be free of paint, grease, oil, or a special paint may be used.

I'm aware of some organic zinc primers that provide a Class B surface. I think I will establish the reqirements and let the fabricator determine the manner of doing it.
