Corner piers

This might be a stupid question but I am going to ask anyway.
I have this layout of piers with anchors and there is no space to put anchors for corner piers (shown in red as below).
I am wondering can I not put anchors in these two piers since the adjoining piers with capping beam can already provide lateral restrain in global x & y for them? Is there anything I miss or need to carefully look at? Thank you.

Not a stupid question. But what is the purpose of the anchors? Is it to carry the building lateral load to the piers? Or is it to brace the top of the piers laterally?
 
You could probably make a go of it with a model like this.

The ground anchors are for lateral purpose. The yellow solid hatch denotes the soil​

Can you please explain why 'cantilever' behavior is required here? The way I see it is for latitude soil pressure the blue piers will take the load and for longitude one it will self balance due to the fact that the pressure apply to the opposite direction at the same time. Maybe I miss something?​
