Convert UG to STEP to V5 R18 problems

I have an assembly in UGNX5. I convert that to STEP214 using UG's converter and then I use the batch converter in V5R18 to convert to CATPart/CATProduct. In my final CATProduct however, I get multiple instances of the same part. For example, if in UG I had a plate with 4 fasteners, after conversion to V5 I have a CATProduct with 2 plates on top of each other and 8 fasteners, 4 sitting on top of the other four at the same locations.

I can't figure out why I'm getting 2 components when I do the translation. I have the same issue if I just call up the step file into V5 directly.

Any ideas?

are the parts in the correct position in space or are they positioned at zero
 
Due to crappy modeling or non-existent modeling practices, it's a cluster....I can't make heads or tails of a repeatable pattern of when I get two components or not. Standard parts seems to be the biggest culprit and they would be modeled at 0,0,0.

I'll have to try to create a "good" assembly in UG and then translate that. Others cannot be trusted to do things correctly.
