Consideration in designing number of Power Plant unit 1

Cost, shipping cost, and availability of equipment. The type of plant might shed light on why.
Also the size of the plant will dictate the size of lifting equipment needed in the plant.
Other things is manufacturers specialize in equipment design, so if the manufacturer with the lowest cost only made 50MW units, then they would purchase two.
Also, there is added flexibility of having two units, as you can still have half capacity during maintenance.
It's not a specific answer.
