Concrete Rebar Ties / Manufacture's recommends

Are there codes, for rebar ties, as far as the placement and number of " twist" recomended ? I have found nothing from the manufacture, but was called on it today by a chief building inspector. It is the first I have ever heard of this. Thanks in advance.

CRSI has a handbook. Sorry I don't have mine here. But if you are doing a lot of work with reinforced concrete, maybe you should get it.
