AASHTO: Concrete Pile Reinforcement Development Requirements, Section 5.12.9.1

Hello all,

I was reading AASHTO 9th edition, section 5.12.9.1 for concrete piles. It says "The reinforcement shall be developed sufficiently to resist a force of 1.25fyAs." (See attachment) Could someone explains why this is required for concrete piles? And how would I achieve this?
