CONCRETE MOMENT FRAME RETROFIT

This is about an existing three story concrete moment frame building. The beams and columns are not adequate to handle the seismic forces. I need design references and any guidance on Jacketing of columns with 1. Concrete, 2. Fiber. Also, how do I retrofit beams. Appreciate in advance any help that you can give me.

By jacketing (standard term in retrofitting of concrete columns), I mean adding concrete all around the existing circular concrete columns inorder to increase strength and stiffness. Obviously, rebars will be added in the jacket. Hope I explained your question. Thanks.
 
circular or rectangular columns? There has been discussion of epoxying CFRP strips to the faces of masonry for additional reinforcing. Maybe you can apply that to concrete.
