Concrete Adhesive Anchors - Minimum Spacing from cut off anchor

We have some Hilti HAS threaded rod anchors with HIT-RE 500 V3 adhesive which have been installed with insufficient depth. The contractor will cut off the old anchors and re-drill new ones. What is the minimum distance the new holes need to be from the cut off anchor? Obviously following the minimum anchor spacing guidelines from HILTI would be sufficiently far, but I want to know if this distance can safely be reduced since the old anchor has no load on it. Thanks.
 
Torque the bolt with an impact gun and break the bond. If that doesn’t work core drill the existing holes with a slightly larger diameter.
