the product literature reads like you are applying a defloculent. It seems like something that is sprayed onto an otherwise messed up subgrade that you then have to work throughout the soil. Adding a liquid to a wet subgrade may allow for a disruption to the diffuse double layer, but you'd then have to let the excess water go somewhere. . .
I'd think a good dosing of Calgon would do about the same thing and I'm not even sure that that would work!
I'd be interested in a third-party engineering review and would likely be the skeptic anyhow.
