Is there any relation between the compressive strength and allowable shear stress in concrete?

I think it is 2*sqrt(fc') but is that right or is it some higher value?

Yes, there is. Look at ACI 318-05 section 11.3.

There is no theoretical correlation that I know of, but there is a code correlation which is based on tests.
