Comparing Potential Plant Locations

Hello,

I need to analyze a manufacturing facility development plan which incudes selecting one of six potential locations in the US and Mexico. The process is still in development, but this is a fast track project and the design strategies could and do vary significantly by location. Can anyone recommend resources for location cost factors or indices that can be appled to an order of magnitude or possibly Lang-type estimate?

I have looked at the ENR construction indices, but they are limited to the US only and include just one city in Texas which is not near any of my potential locations. Perry's does have some country to country cost factors, but they are several years old and offer no insight into variances within a country.

Here is the reference to a paper that provides a fairly straight forward methodology for location factors.

Literature reference for methodology is "Converting Construction Costs from one Country to Another", C.A. Miller CIL, Chemical Engineering July 2, 1979. pages 89-93.

This is the one I was going to get from the office.

I have read through the other postings and sections and you are quite a wealth of information.

Do you happen to know a resource for finding a copy of C.A. Miller's article. Neither Chemical Engineering nor Chemical Week have on-line info dating back that far. I The local libraries don't have it, and aside from calling universities, I don't know what else to do.
