compaction surcharge

In applying Canadian bridge code to the design of a retaining wall, there is a clause 6.9.3 on compaction surcharge. Are we supposed to consider this surcharge during construction stage only? or construction and service stages?

Depends on whether the wall yields enough during construciton to releive the stresses. There is a paper written by Terry Ingold with the formulas etc. to determine the amount of "locked in" compaction stress on retaining walls.
