Combining Nozzle Reinforcement Plate - API650 Para 5.7.2.9 vs Fig 5.6

Para 5.7.2.9 states the requirement between the outer edges of the reinforcing plate fillet welds (closer than 8w or 6in). This is the same requirement for fig 5.6, column E, with shell thickness t > 0.5, as welded condition.

My question is:
Does Para 5.7.2.9 only apply to t > 0.5in as welded condition? How do combine reinforcement for t<0.5in, as welded condition?

The way it reads it applies to all shell thicknesses. But you raise a good question and it deserves a technical inquiry.
