I am trying to develop a WPS that would qualify the following base metals and thickness range using the SMAW process with low hydrogen rod.
P-No 1 - Group No 1, 2, 3 to P-No 1 - Gr No 1, 2, 3. With a thickness range of .216" to 2". Impact testing and PWHT will be required.

Would the following PQR's create a WPS that will cover all combinations of P1-Gr1, 2, 3 with a thickness range of .216” to 2”. Or would each combination (Gr.1-2, 1-3, 2-3) require a PQR with each wall thickness (.216”, .375’, 1”).
PQR 1 – P1-Gr1 to P1-Gr2. Wall thickness = .216”
PQR 2 – P1-Gr1 to P1-Gr3. Wall thickness = .375”
PQR 3 – P1-Gr2 to P1-Gr3. Wall thickness = 1”

 
Does any of the PQRs contain impact testing and PWHT?
Probably they don't, so answer is NO.


 
All PQR's will have impact testing and PWHT
 
You mentioned that the WPS is for SMAW using F4 electrodes. So, that being the case, you have to satisfy QW-403.5 and QW-407.2. I listed those because those are probably the determining factors that are the more difficult to satisfy. The other articles are not as difficult to comply with. It will be a challenge without a doubt.

You can't use PQR 2 to increase the thickness with PQR 1 as they aren't the same group #.

Why not: P1G1 - P1G2: 1" coupon no impacts = 3/16" - 2" qualified. Then do a .250" coupon using the same variables with the addition of impacts = .125" - .500" qualified: Combine the two PQRs: Result .125" - 2" with impacts qualified.

Then do the same for the other combinations.

PWHT will need to cover the max thickness....or more for repairs.
