Is there a requirement to maintain a certain temperature difference between the rebars and concrete mix itself? I know ACI has certain requirements for average daily air temperature drops while pouring concrete in cold weather, however, I am not aware of temperature difference requirements for rebars and concrete mix. I would appreciate your inputs.

Did you find any information regarding an allowable temperature differential? We have been doing a lot of cold weather concreting this year and I never came across any information limiting the temperature differential between rebar and concrete.

ACI 306 is not so clear about it, however, it will give you some reference in this regard. A/C to ACI 306, there is very limited research and analytical analysis results available on this. If you read ACI 306, you will get an idea.
