Cold Form Steel - Ia Parameter

Hello,
i'm following the AISI Manual Cold-Formed Steel Design (2002) examples. When calculating the Ia parameter, it limits the value to 0.0016 inch^4. I cant find this limit in the specification. Does anyone know where it come from?

It doesn't limit it to 0.00166in4. It limits it to t4[115(w/t)/S+5]. Look at the inequality in equation B4.2-10.
