If your application is WET, but otherwise clean surfaces, the answer is YES.
Euronavy has a product line that can be applied to wet surfaces. I'm the greatest skeptic in the world, but was stuck between "a rock and a hard spot" about 10 years ago, and a company I was working with had just started laboratory testing of Euronavy. I applied it over fast-forming-condensation on surfaces we had prepped the day before. Two years later, no damage or coating failure.
However, there have been problems with quality control and product consistency from Euronavy.
There is another product or two out there has has been qualified to Navy specs, but I can't recall the names right now.
